Mortgage broker and mayoral candidate Kirk Effinger, 53, says the city needs new leadership to tackle its most pressing issue: traffic.

San Marcos' traffic congestion has gotten so bad that his first act in office would be to call for an emergency building moratorium, Effinger has said. The city must come up with better plans to build badly needed infrastructure and to make sure developers pay their way, he said.

"We need better, timelier solutions to worsening traffic congestion both through and to our community," Effinger wrote in response to questions from the North County Times.

During the latter months of 2000, the city of San Marcos attempted to establish their own electric utility and distribution system without adequate research and community input. Struggle for power in San Marcos

Government by initiative, while a right of the voters, is not the best form of government. Too often, initiative results become counterproductive and cause unforeseen economic consequences. Initiatives are spawned by poor public representation by careless and willful politicians, who all too often go back on their campaign promises or ignore common sense while they promote their own agenda.

With a group of six volunteers in mid-year 2001 we wrote and published a booklet explaining how the city government and school district of San Marcos works, and with the help of some generous corporate donors, we distributed 20,000 copies of the booklet to every home, school, business and college in the city.
